Aurecon
Hong Kong Limited (Aurecon) was commissioned by the Yau Lee Construction Co,
Ltd (Yau Lee) to undertake the role of Environmental Team (ET) for carrying out
the environmental monitoring and audit (EM&A) works for the “Contract No. SS H504 Design and Construction of Chai Wan Government
Complex and Vehicle Depot (The Project).
An
Environmental Permit (EP) No. EP-505/2015 was issued by the Environmental
Protection Department (EPD) on 17 December 2015 for the construction of this
project based on the Environmental Impact Assessment (EIA) Report (Register No:
AEIAR-191/2015) approved by the EPD. The latest EP No. EP-505/2015/A was
subsequently issued by the EPD on 8 November 2019 based on the documents
(including an Environmental Review Report (ERR)) for the application of
Variation of Environmental Permit.
This
Baseline Monitoring Report presents the monitoring works conducted from 19
October 2021 to 5 November 2021 and aims to establish the baseline levels noise
in accordance with the EM&A Manual.
Baseline Noise Monitoring
The
monitoring was carried out between 19 October 2021 to 5 November 2021at the
three designated monitoring stations. The noise measurement results indicated
that the noise sensitive receivers (NSRs) are exposed to various existing noise
sources and the background noise levels are relatively stable.
The
baseline noise monitoring period for the three monitoring stations are
summarised in Table I. During baseline monitoring period, the dominant sources
of background noise were traffic noise at NM1, NM2a and NM3. Some operation
activities of Chai Wan Public Cargo Working Area and CityBus Chai Wan Depot
were also observed at NM3; therefore the baseline noise monitoring data is
considered representative of the baseline condition for the Project. Action and
Limit Levels for Construction Noise follow the levels defined in the EM&A
Manual.

1.1 Background
1.1.1 On
5 October 2015, the Environment Impact Assessment (EIA) for the proposed “Chai
Wan Government Complex and Vehicle Depot” (AEIAR-191/2015, hereafter referred
to as “the Project”) was approved and an Environmental Permit (EP)
(EP-505/2015) for the construction of the Project was issued. The
latest EP No. EP-505/2015/A was subsequently issued by the EPD on 8 November
2019 based on the documents (including an Environmental Review Report (ERR))
for the application of Variation of Environmental Permit.
1.1.2 The
scope of works of the Project, which is a Designated Project under the EIA
Ordinance (EIAO), will construct joint user building comprising the government
office, store, laboratory, transport pool and vehicle depot facilities in Chai
Wan District.
1.1.3 Aurecon
Hong Kong Limited (Aurecon) was commissioned by the Yau Lee Construction Co,
Ltd (Yau Lee) to undertake the role of Environmental Team (ET) for carrying out
the environmental monitoring and audit (EM&A) works for the “Contract No. SS
H504 Design and Construction of Chai Wan Government Complex and Vehicle Depot
(The Project). A layout plan of the Project is provided in Figure 1-1.

1.2 Purpose
of this Report
1.2.1 This
Baseline Monitoring Report is required under the approved EM&A Manual and
is submitted to fulfil Condition 3.3 of the Environmental Permit (EP) No.
EP-505/2015/A for the proposed “Chai Wan Government Complex and Vehicle Depot”,
which was granted by the Environmental Protection Department (EPD) on 8
November 2019.
1.2.2 The
purpose of this Baseline Monitoring Report is to determine the baseline noise
levels at the designated monitoring locations prior to the commencement of the
Project works. The baseline noise levels will be used as a reference of future
impact monitoring during the construction of the Project. This report presents
the monitoring requirements, methodologies and results of the baseline noise
measurements at the monitoring locations in accordance with the EM&A Manual

1.3.1 The
structure of the report is as follows:

- summarizes
the noise monitoring parameters, monitoring programmes, monitoring

2 Noise
Monitoring Methodology
2.1.1 The
original noise monitoring locations in approved EM&A Manual are summarised
in Table 2-1 and shown in Figure 2-1.

Proposal
of Alternative Noise Monitoring Location for Construction EM&A Programme
2.1.2 Hong
Kong Institute of Vocational Education (Chai Wan) - Academic Block (NM2) is the
noise monitoring stations for the construction phase EM&A programme as
identified in the approved EM&A Manual for the Project. The access to NM2
and Knight Court (as a VTC Senior Quarters and NSR3 in approved EIA) were
denied. The reply email from the representative of Hong Kong Institute of
Vocational Education (Chai Wan) is provided in Appendix A. A
search for alternative noise monitoring locations along Shing Tai Road and
Sheung Mau Street was carried out during the site visit on 4 October 2021.
2.1.3 Lamp
Post no. 47447 at Sheung Mau Street (NM2a), which is located between project
site and original noise monitoring location, Hong Kong Institute of Vocational
Education (Chai Wan) - Academic Block (NM2), is found suitable and available to
be an alternative noise monitoring location for NM2. Also, NM2a, which has a
direct line of sight towards project site (where construction works will be
carried out and likely to have noise impacts), is located closer to project
site than NM2 and thus considered as a representative noise monitoring
location. Monitoring position at NM2a is proposed at 2m above ground due to
security concerns and minimize the road traffic noise contribution. Noise
measurement at NM2a will be considered as free-field and a correction of
+3dB(A) would be made to the noise monitoring results. The
alternative location ofNM2a, were therefore proposed and agreed by the
Independent Environmental Checker (IEC).
2.1.4 The
proposal noise monitoring locations are summarised in Table 2-2 and shown
in Figure 2-1.

2.2 Monitoring
Parameters, Frequency and Duration
2.2.1 Table
2-3 summarizes the monitoring parameters, frequency and duration of
the baseline noise monitoring. It was proposed that the baseline noise in
A-weighted continuous sound pressure levels Leq were
recorded in a 30-minute interval between 0700-1900 during the monitoring period
at the designated monitoring stations. For the rest of the time (0700-1900 on
holidays, 1900-2300 and 2300-0700 of all days), the noise level was measured in
a 5-minute interval. A-weighted L10 and L90 noise
level were also obtained. The baseline noise monitoring period is provided
in Table 2-4

2.3 Monitoring
Equipment
2.3.1 Noise
measurements were conducted in accordance with the calibration and measurement
procedures as stated in Annex – General Calibration and Measurement Procedures
of Technical Memorandum on Noise from Construction Work other than Percussive
Piling (GW-TM) issued under the Noise Control Ordinance (NCO) (Cap.400).
2.3.2 The
sound level meters and calibrator used for the noise measurement, as listed
in Table 2-5, complies with IEC 651: 1979 and 804:1985 (Type 1) specification. The
calibration certificates of the sound level meter and calibrator are given
in Appendix B.

2.3.3 Immediately
prior to and following the noise measurements, the accuracy of the measurement
equipment was checked using an acoustic calibrator generating a known sound
pressure level at a known frequency. Measurements were accepted as the
calibration level from before and after the noise measurement agree to within
1.0 dB.
2.3.4 A
portable wind speed meter shall be used for measuring wind speeds in m/s.
2.4 Baseline
Monitoring Result
2.4.1 The
baseline noise monitoring results are summarized in Table 2-6 and the
monitoring data together with graphical presentations are presented in Appendix
C.

2.4.2 As
no project-related activities have commenced yet when the baseline noise
monitoring were carried out, the baseline noise monitoring results
obtained are considered representative of the baseline noise condition prior to
the commencement of construction works for the project. The impact monitoring results will be corrected with reference to the
baseline monitoring levels.
2.4.3 During impact monitoring, the Action Level will be triggered when one
complaint is received, and the daytime construction noise limit under EIAO, ie 75 dB(A) will be adopted as the Limit Level. While a
daytime standard of 70dB(A) will be adopted for all educational institutions
during normal school days and 65dB(A) during examination periods.
2.4.4 The
weather condition during the baseline monitoring period varied from sunny, fine
to cloudy. The summary of wind data on site are summarized in Table 2-7. The local impacts
observed near the monitoring stations were mainly traffic noise from Sheung Mau
Street, Shing Tai Street, operation noise from bus depot and Public Cargo
Working Area. The noise monitoring results will be used as a reference of
future impact monitoring period.

2.5 Event and Action Plan
2.5.1 Should non-compliance of the noise criteria occur, the Event and Action
Plan as presented in Table 3-4 of the approved EM&A Manual should be
followed.
3 Conclusion
3.1.1 This
Baseline Monitoring Report presents the monitoring works conducted from 19
October 2021 to 1 November 2021 at designed monitoring stations NM1 - Ground
Floor at Heng Fa Chuen Block 50 and NM2a - Lamp Post
no. 47447 at Sheung Mau Street and from 22 October 2021 to 5
November 2021 at designed monitoring stations NM3 - Rooftop of THEi Campus to establish the baseline levels noise in
accordance with the EM&A Manual. The weather condition during the baseline
monitoring period varied from sunny, fine to cloudy. There was no major
construction activity influencing the ambient noise at NM1, NM2a and NM3.
Monitoring results indicate that the collected noise data is representative of
the baseline condition at the impact monitoring locations.
3.1.2 During impact monitoring, the Action Level will be triggered when one
complaint is received, and the daytime construction noise limit under EIAO, ie 75 dB(A) will be adopted as the Limit Level. While a
daytime standard of 70dB(A) will be adopted for all educational institutions
during normal school days and 65dB(A) during examination periods.
